Cena je udělovaná profesionálními spisovateli, což jsou v praxi členové SFWA (Science Fiction Writers of America), svým kolegům z branže. Historie ceny spadá až do roku 1965, kdy byla udělena první Nebula v kategorii román Herbertově Duně.
Nebula pravidelněji dodržuje rozdělení kategorií na román, novelu, noveletu a povídku. V roce 1965 byly uděleny dvě ceny v kategorii novela, v r. 1966 jsou dvě ceny za román, r. 1970 nebyla udělena cena za povídku, roku 1981 obdržela Nebulu Lisa Tuttle za povídku The Bone Flute, ale cenu nepřijala na protest proti machinacím v systému oceňování.
Během ceremoniálu udílení cen Nebula se slavnostně předávají také další ceny SFWA: Ray Bradbury Award, Damon Knight Memory Grand Master Award, Solstica Award, Author Emeritus Award a Andre Norton Award.
